Chai Rachel Feldblum
Chai Rachel Feldblum is a Professor of Law and
Director of the Federal Legislation Clinic at Georgetown University
Law Center in Washington, D.C. where she trains students to be
“legislative lawyers.” Professor Feldblum graduated
from Harvard Law School in 1985, clerked for Judge Frank Coffin on
the First Circuit Court of Appeals and for Justice Harry Blackmun on
the U.S. Supreme Court. While at the ACLU AIDS Project from
1988-1990, Professor Feldblum worked as the lead lawyer drafting and
negotiating the Americans with Disabilities Act. Professor
Feldblum joined the Georgetown University Law Center faculty in
1991. She is a scholar and speaker on LGBT (lesbian, gay,
bisexual and transgender) rights, disability rights, health and
welfare issues, and workplace flexibility issues. Professor
Feldblum has been involved in federal legislative issues affecting
the LGBT community since 1990. She served as one of the
drafters of the Employment Non Discrimination Act, currently
consults with the Transgender Civil Rights Project of the National
Gay & Lesbian Task Force on federal legislation, and has
testified before Congress several times on issues concerning the LGBT
community. Professor Feldblum has also authored a number of
amicus briefs before the Supreme Court in cases dealing with LGBT
rights, including a brief on behalf of the National Gay and Lesbian
Law Association and several other LGBT bar associations in the case
of Lawrence v. Texas. Professor Feldblum’s academic writings include Rectifying

Orientation and Transgender (2003), Sexual Orientation,
Morality, and the Law: Devlin Revisited (1996), and The
Federal Gay Civil Rights Bill: From Bella to ENDA in Creating
